One-spins were usually on proprietary cards or maybe on scsi-bus,
but the first ATAPI's were double speed. I've got a sony 55 in my box and
it can do pio mode 2!

since there is an atapi spec, most ide hdd work together now. remember the
old times when you couldn't get a quantum eps-drive working together with
a seagate one? evereyone had their own standard how to get it fast, but
not compatible. altough atapi was made for thing like cdroms it did some
goot to the eide drives too. maybe except for bus termination to get more
secure and faster data, but DMA-33 solves that now ;-)
