I know that the "bcc" program used in the ELKS project generates 8086
code. Check out
http://epocha.pd.mcs.net:80/Linux8086
Sources are included and it's GPL'ed.
(I frankly would like to see a good, cheap cross-compiler targeting the 8086
for my PDA.)
