new kernel & free upgrade (was Order Error!)

Hi.  I'm a little confused about the upgrade policy.  I understood that
I was permitted a free upgrade if I was only upgrading the kernel, yet
the Order page does not have an "Upgrading Kernel" option.

Thanks for any clarification.
