Flat
Rate You pay the same each month no
matter how much you call within your local area.
For calls made outside of the local area, charges
are based upon Zone Usage Measurement (ZUM), or
how far away you call. Charges for these calls
vary according to the time of day.
Changing to Flat Rate
service If you already have Measured Rate
Service, there is a one-time charge of $14.25 for
changing over to Flat Rate Service. The changeover
takes effect on the day you request it, and the
charge will appear on your next bill. If you
currently have Universal Lifeline Service, there
is no charge to change to Flat Rate Service.
This amount is for basic service charges
in most areas. Your bill will include tax and
could include mileage charges, usage charges,
surcharges, Extended Area Service charges, and the
Network Access Interstate Calling charge imposed
by the Federal Communications Commission
(FCC).
Measured
Rate Measured Rate Service is a reduced
monthly rate for residential customers who don't
make many local calls. Customers are charged per
minute for local calls in excess of a per-month
allowance. It makes most sense for customers who
make fewer than three local calls per day. The
less you use your phone, the less you pay.
For calls made outside of the local area,
charges are based upon Zone Usage Measurement
(ZUM), or how far away you call. Charges for these
calls vary according to the time of day.

service If you already have Flat Rate
Service, there is a $14.25 charge for changing

Universal
Lifeline telephone service Lifeline
Service keeps low-income households connected at
half the cost of basic residence service.
Types of Lifeline
service For qualifying households, Lifeline
installation and monthly service prices are at
least 50% less than basic residence service. Other
than price, the service is the same service
provided to all SBC Ca customers.
- Flat Rate Lifeline provides unlimited local
calling for $5.34 per month.**
- Measured Rate Lifeline includes 60 untimed
local calls for $2.85 per month.** Additional
untimed local calls are 8 cents each.
Lifeline Service has a one-time $10.00
connection charge or $7.12 conversion charge.
Lifeline Service customers do not pay the
monthly charge of $4.40 for "Network Access for
Interstate Calling".
Do You Qualify? To
qualify for Lifeline Service, you need to meet
three requirements:
First, your
household's annual gross income, the income before
you pay taxes, must be no more than the Lifeline
Service income limits. If you have one or two
people in your household, the income limit is no
more than $19,600. If you have three people in
your household, the income limit is $23,200. If
you have four people in your household, the income
limit is $27,800. If you have more than four
people in your household, add $4,600 for each
additional person to figure the income limit to
qualify for Lifeline Service.
Second, the
household in which you are applying for Universal
Lifeline Service is your primary residence and you
do not curretnly have Lifeline
service.
Third, you cannot be claimed as a
dependent on someone else's income tax return.

Getting
certified After your Lifeline Service is
started, you'll receive an eligibility
certification form to sign and return to SBC
Ca within 30 days. If you don't return the
form, your telephone service will be changed to
basic residential service and you'll be billed for
all Lifeline Service discounts and the service
charge to change to basic residential service.
Every year you'll receive a Lifeline
eligibility recertification notice in your
telephone bill. If you still qualify for Lifeline
Service, you must sign and return the form to SBC
Ca to continue to receive Lifeline
Service.
Each year the Lifeline income
eligibility levels are adjusted for inflation.
The Ca Public Utilities Commission
or SBC Ca may check to see if you meet all
of the Lifeline requirements
How to order Lifeline
service If you don't have telephone service
and you think you qualify for the discounted
Lifeline Service rate, contact us to request new
service. There is a one-time $10.00 installation
charge when you start Lifeline Service.
Changing to Lifeline
service If you're already an SBC Ca
customer and you feel you qualify for the
discounted Lifeline Service rate, contact us to
request a service change. When you change from
basic residential service to Lifeline Service,
there is a one-time charge of $7.12.*
If
you are a certified Lifeline customer, there is no
charge to change to basic residential Flat Rate or
Measured Rate service.

terms and conditions are subject to change without
notice. SBC Ca provides service within a
service area. Where services are provided across
service area boundaries, SBC Ca works with
the long distance company of your choice.
Please ask for terms, conditions and
exclusions of the Wire Pro service plan. Under
state law, landlords, and not tenants, are
responsible for repair to and maintenance of
inside telephone wire. This law only applies to
one working jack. When repairing your standard
inside wire you have options. You can repair it
yourself, hire SBC Ca to repair it on a
per visit basis, or hire someone else to repair
it.
Removal of 900/976 Blocking requires
written approval and a fee may apply. The charge
to install the first jack or to activate existing
jacks and wiring is $120.00. If you have existing
jacks and wiring that are reusable, they can be
reactivated for $120.00. Any additional jacks and
wiring can be installed for $40.00 each. Costs are
per visit, per billed customer, per premises.
Additional charges for inside wire, jacks, or
other materials may apply. Your installer will
give you an estimate before beginning the work.
