I don't think the cement will help with the freezing. But, I think putting a layer of cement over the foundation is probably a good thing, anyway, to minimize the amount of moisture in the basement. I think the problem with the kitchen and freezing pipes may be need a bigger plumbing solution, but I'm not sure. If I had the time, money, and access to contractors, I would probably insulate the walls (as you say) and then put all the copper pipes on the *outside* of the walls. Then, as necessary, heating cables can be added to the copper pipes ('though, they probably won't be necessary in that case). That would ultimately probably mean rebuilding much of the kitchen, which could be rather unpleasant. > D
