This is very specific on both the Offer to Purchase and in the Purchase and Sale agreement - both of which you read, agreed to then signed. Final walkthroughs are always performed the day of close to prevent any liability issues. I'm sorry you had to pay the $800 but there was more than paint in the basement but actually trash in the closets, etc... The buyer shouldn't be responsible for cleaning debris and such post close. You're parents were aware of these issues since they were in the property recently so they should have completed the cleaning process or hired a company to do such.
