Is the entire image on the screen jumping around or only particular windows? 
Does keyboard input or mouse input stop the problem?

It could be that your monitor is going bad.  If it's particular windows on the
screen, then it's software, in which case it could be either a virus, spyware,
or just an ad.  If it stops when keyboarding or mousing then it's likely an ad
or spyware.  In either of the latter cases, you may have to download some
software to scan your computer for adware/spyware.  If it's a particular ad,
you may be able to just reboot and have everything return to normal.
