I am sure you are aware of the problem of good, high-paying American jobs 
moving overseas.  As a technology engineer, I am acutely aware of the toll 
the loss of these jobs has placed on America's high-skill workers.  
Despite the obvious harm that off-shoring has caused to my profession, the 
reality is that we don't really know much about the phenomenon.  Several 
groups have conducted limited studies on the subject, but their results 
are contradictory and frequently self-serving.  

To correct this gap in our understanding, Congressman Frank Wolf has 
included language to the Commerce- Justice-state Appropriations Bill 
instructing the Department of Commerce to spend $2 million on a 
comprehensive study of off-shoring.  The study will be conducted by the 
National Academy of Public Administration (NAPA), a non-partisan policy 
research organization that is widely respected for its independence and 
objectivity.  

I urge you to support Congressman Wolf in his efforts to shine some light 
on off-shoring.  While I think we can all agree that it is occurring, 
without proper data it will be difficult to know how to respond to 
off-shoring.  This study will help all of us better understand the changes 
that the U.S. economy is going through, and how to respond to these 
changes.

Please support the off-shoring study found in the Commerce-Justice-State 
Appropriations Bill.
