The SKIL Act would raise the number of H-1B visas when, programmers like me, are still unemployed in their preferred career, 6 years about the dot-com bust. Beyond the increase in the H-1B cap, the legislation would raise the visa quota from 140,000 to a floor of 290,000 during a time when software engineers and programmers are continuing to look for jobs in their field. The SKIL bill is a subsidy for greedy businesses that are not interested in training American workers for high-tech jobs nor paying them competitive wages.
