Thank you for writing me regarding the Federal Copyright Royalty Board's recently announced royalty rates. I appreciate the time you took to write to me and express your concerns.

 

As you aware, the Federal Copyright Royalty Board recently announced the royalties to be paid by Internet Radio stations for streaming music during the years 2006-2010. I share your concern that the proposed rates are contrary both to the intent of the Digital Media Copyright Act and Congress's general policy not to stifle innovation on the Internet. The proposed royalty rates are high in comparison to past royalty rates and are also structured in a way that may force hundreds of small webcasters out of business.

Please know I will work with my colleagues to ensure a balanced approach is taken on deciding royalty rates that ensure artists and recording companies receive fair compensation without penalizing the webcasting industry.
