I appreciate hearing from you and welcome the opportunity to respond. While a national identification card program has several notable benefits, including tighter protections against forgery and fraud, I am uncomfortable with implementing a system without fully investigating the potential drawbacks. As you may already know, Congress passed the "REAL ID Act of 2005" in May of 2006, which contains several provisions relating to improving the security of state-issued drivers' licenses and personal identification cards. I was opposed to the REAL ID Act in this bill because I believe the Senate did not have adequate opportunity to review, consider and debate those provisions. States will be required to comply with applicable provisions starting in May 2008. Please be assured that I will continue to closely monitor this situation. ? ? ? ? ? ? ? ? ? ? ?
