That's what she told me on the phone.  Do you think she was deluding
herself?

It's possible.  It seems like the minimum one would need is the first and
last month's rent because that's what the landlord will require
immediately to secure the apartment/unit.  I.e., that's the only upfront
capital needed for moving.  The rest can be paid for at any time.
