Thank you for contacting me to express your opposition to S.968, the Preventing Real Online Threats to Economic Creativity and Theft of Intellectual Property Act of 2011. I appreciate that you took the time to share your thoughts with me.
I agree with you, and am opposed to S.968. The blocking of domain names would not work—those who are determined to trade in pirated files would easily circumvent the seizures. Such a mandate would have major unintended consequences, damaging technological innovation and the security and integrity of the Internet itself. It would also create a serious risk of eventual government censorship of the Internet. As Silicon Valley's representative on the House Judiciary Committee, I will do whatever I can to fight this legislation. I will certainly keep your comments in mind.
