U.S. Senator Dianne Feinstein responding to your message

Dear Mr.: 

Thank you for contacting me to express your concerns about the
potential impact of any comprehensive immigration reform legislation on
American workers.  I welcome the opportunity to respond. 

I share your serious concerns about the loss of U.S. jobs and the
impact of the economic downturn on American workers.  For this reason,
in February 2009, I voted for an amendment to the American Recovery and
Reinvestment Act of 2009 - also known as the stimulus - that prohibits
anyone who receives federal funds from hiring H-1B guest workers,
unless the employer first proves that U.S. workers could not be hired.
This provision is now law. 

The U.S. immigration system is not working for many families and
communities in Ca, which is why I am advocating for the Senate
to consider comprehensive immigration reform.  I firmly believe such
reform must include protections to ensure that qualified American
workers are hired first and are not displaced by foreign guest workers.
On January 28, 2013, a bipartisan group of eight Senators unveiled a
framework for comprehensive immigration reform.  I am pleased to share
with you that this framework seeks to protect American workers and
deter future illegal immigration through the implementation of an
effective and mandatory employment verification system.  

The bipartisan Senate group's framework also attempts to address the
labor needs of American businesses while ensuring American workers are
not displaced by basing immigration levels on the state of the economy.
It would allow for increased immigration levels when local workers are
not willing or able to fill jobs and decreased immigration levels when
unemployment is high.  

I firmly believe that now is the time to reform our broken immigration
system.  As a senior member of the Judiciary Committee, I look forward
to working closely with my colleagues on this issue in the weeks ahead.
Please know that I will be mindful of your views as I seek to balance
the needs of American businesses and industries with policies that
protect American jobs.
