Well, if you don't want him to live with you for the next 20+ years like those Japanese guys something has to change. Maybe he can study the VT drivers handbook and learn to drive. I know he doesn't want to drive but obviously he would be less dependent on you, there has to be a part of himself that wants to be venturing out in the world,meeting new people,learning new things etc. It took me 2 times to pass driver training(back then it was part of public school offerings)because I was anxious. Also the 1st time it was in the summer my grandma was dying so it was hard to concentrate...anyway I was resilient and passed later and got my license when I was 18. I'm sure it's expensive to get driver training there, plus car insurance.
