Gail,
First, no we cannot "move" Microsoft Office 2003 from the old to new computers; it has to be installed from an original Microsoft CD. Nor would I recommend it anyway. It is already three generations out of date.
Second, Office 365 is subscription based at $99/year, forever. Over the course of five years you will have spent $500.
I highly recommend that you get the Office 2013 Home & Business with her new farmerinthedell. That is a perpetual license with no renewals required. Yes, it will be slightly different. There will be a learning curve; I don't want to sugar-coat that fact. But it is functionally equivalent to the earlier versions.
One thing to note: There is no Outlook Express like you are using now in Windows 7. Nor is there a functional equivalent that can address a POP3 e-mail account like your Cox.net mailbox. We will have to go through a multi-step conversion process and use Outlook 2013 for your e-mail.
