No, you cannot do that any more.

Flickr changed their web API and f-spot hasn't adapted to that change.  We
probably won't get a fix for that for months.

Instead, you need to

 1) Use firefox to browse to Flickr's upload page.
 2) Select all the photos in your last upload.
 3) Drag the whole kit-and-kaboodle from f-spot to firefox (where it is
    still on the "upload" page).
 4) Click the "upload" button in firefox.
