(1) Robert Samuelson is a shill for the right-wing; (2) this entire argument does not make sense -- interest rates will have to remain low if there is low productivity; (3) overall, if it were true, I think it would be a good thing, not a bad one -- with less economic output, there will be global warming gases released, there will be less technology, and maybe more people interacting physically with each other.
