Sorry, I should clarify.

If you are unable to log onto Skype, you will not be able to retrieve your
contact list.  But, in order to recover your Skype account, you need to
list at least 5 known Skype contacts.  Thus, it would behoove you to enter
at least 5 contacts (I would just list them all) into Keepassx in case you
get locked-out again.
