Last year when we checked, Boston was clearly cheaper, as was San
Francisco. I checked "nearby" airports and only Boston was listed
(occassionally, Oakland and where-I-live were listed, 'tho) among the
cheapest. (I doubt that Burlington was "nearby", 'tho. May be worth
looking into.)
