2 things:

 1) Make sure you left click the photo so that it highlighted (in green
    on your computer).
 2) You need to make sure you "Delete from drive".  If you don't, the
    underlying file will remain.

After that, it should be permanently deleted (unless you re-import it from
the photos directory or from the camera).
