Basically, it, among other things, is preventing people from installing
alternative software on home routers.  This includes upgrading software
for security fixes before there is an official release from the
manufacturers -- similar to how people had to wait around for mobile
phone providers to provide a security fix for that Android exploit rather
than allowing people to get the fix immediately.  It also includes running
alternative software which may be getting security fixes when the
manufacturer refuses to maintain their outdated software.

The proposed policy would put a noose around most home routers and not
allow any modification to them.  Which is just stupid, anyway, since you
could just buy a computer off the shelf, turn it into a router, and have
all the flexibility you'd want.  It's just plain insanity.
