Interesting point.  The problem with "free speech" is that it can be so
easily paid for, like when the Koch Brothers dump millions into
advertising for one candidate or another.

I guess he considers the ACLU to be a right wing organization.

If I were to guess, I would say "yes".  If it were an employer requiring
it, then it wouldn't be.  But, since it's a governmental entity, I would
say "yes".
