Figured it out.  It should've been the first thing I tried.

If you turn off the water shut-off in the front of the house, a lot of the
water is shut off.  This includes the outside faucet.

However, if you turn off the water on the side of the house, the kitchen
and laundry room water continues to run; plus, the outside faucet
continues to run.

That means that the shut-off knob on the side of the house is not working
at all.
