I stumbled upon this paper: http://gatton.uky.edu/sites/default/files/HOV_1_14_2018_Weihua%20Zhao.pdf Interesting argument. It suggests that HOV lanes cause people to buy houses further away; thus, although commute time goes down, energy usage goes up. The author suggests imposing toll roads as an alternative. Seems like a good idea.
