It looks like that column was never maintained.  I guess that explains it.

I'm pretty sure this list is not relevant.  For example, I did receive a ballot 
and I'm on this list.

It is neither of these things.  There is a systematic omission of a set of 
members from the voter roster.

I think we should've done this prior to using the membership roster from 
Caspio.  We'll have to try to remember to do a proper update before the next 
election.
