According to https://www.makeuseof.com/tag/picasa-going-what-use-instead/ ,
one suggestion is Macrosoft Photos.  You have to get it from the Macrosoft
Store -- it may just be as easy as typing "Macrosoft Photos" at the start
menu in order to download and install it.

If they just need to reinstall Picasa, you could have them look at
https://productforums.google.com/d/msg/picasa/brvRowxSDcM/saF6wH_VAgAJ .
It refers to
https://sites.google.com/site/picasaresources/Home/Picasa-FAQ/picasa/general-information/update-picasa-to-latest-version
which is the latest released version.

All the other suggestions in the thread suggest using Google Photos, which
is free.  Of course, then you will be assimilated into the Google Borg
and, as you know, there's no going back.
