I think the biggest flaw of the theory is, when it comes time, taxing people at the top. Conservatives would never give into taxing the "job creators". Nevertheless, if politicians could pull it off, i.e., get around the federal reserve banks, it could be good. But, again, I have my doubts. For example, I don't think the corporate tax rate will ever go up again after the Republicans passed their tax bill. (I actually think taxing corporations is the wrong approach, anyway. People should be taxed directly instead.) If we want to experiment with that in Ca, we'd first need to get rid of proposition 13's 2/3rds requirement for new taxes. That should be priority #1, regardless.
