I’m just forwarding Alexander’s answer to my question. Kind of what I
thought. Although, I believe that more pedestrian/walkable/bikeable/public
transportation friendly areas in Vermont (if that’s even possible), as well
as, like you said, Noelle, an “urban amenities life,” would be a
contributing factor.

If Vermont had computer jobs that involved new technologies (like machine
learning), the I'm sure me and plenty of other people would come to work here.

Each state of Vermont employee has to come up with a proposal for saving the
state of Vermont money or increasing revenue. My idea is to keep young people
who are already here in Vermont and also to bring young people into Vermont, to
live and work, contributing to the tax base.
