This:

To date, 9,910 patients have been tested for the coronavirus in the
county, an increase of 692 tests since Thursday. With 1,094 confirmed
cases, the test positivity rate is 11.04 percent.

is the only useful part of this article. You'd need some mathematical
modeling, but you may be able to project, based on positivity rates and
test rates, the number of actual COVID-19 cases.

Unfortunately, this article doesn't include this analysis.
