It would make the most sense to just give people money, especially those
without jobs, like is being done in Denmark.  Since we're in a
deflationary spiral at the moment, this would be the right solution.
Inflation is probably the least of the important problems right now, but,
if it should appear, then maybe returning people to work may become
necessary.
