You can still use Signal without text messaging, as evidenced here: https://theintercept.com/2017/09/28/signal-tutorial-second-phone-number/ On that web page, scroll down to the "Registering Your New Number With Signal". This will only work on Android. Before doing all this, uou need to unregister your old number. Follow the instructions on https://support.signal.org/hc/en-us/articles/360007062012-New-Number-or-New-Phone After unregistering your old number, open Signal and register with your new number; it will try to send an SMS (text) to the phone, but it will fail. During this time, grab a pencil and paper. After 2 minutes, it will ask to do a voice verification.
