I don't think LeGuin would consider it "failing". In fact, I think she would consider it, 'tho flawed, a superior and desirable culture and society. There is nary a mention of "growth" in this article. In my mind, the real problem is growth and the end goal should be reduction and shrinkage. I think that would be the best way to achieve utopia: to have no humans whatsoever.
