(V)" I don't know how they could come to this conclusion based on the text of the article. But, what the article tells me is that other governments are just as slow and inefficient as the U.S. Which is interesting. To be honest, I prefer a slow, deliberative decision-making process to an off-the-cuff one. This does also explain a lot of plot points in Borgen. And, this article doesn't even bring up the idea of eliminating parties all together and instead voting by policy beliefs, which is what Alex had proposed and I had thought about for a long time. In that case, you could imagine filling out a long survey which covered every possible belief you could think of and you'd automatically be paired with the candidate closest to your beliefs. And, every year, you could tweak bits of your survey as you see fit to reflect any changes in your beliefs. This could save everybody a lot of time and energy.
