These are legit companies, very real companies that can save you money depending on how much energy you use. They assume you're a family of 4 and hit the 3rd tier PGE cost monthly year round. They make estimates on how much you will save by grossly over estimating how much energy most people use and pretending you'll save money. Then they will lock you into a 3 year committment, it'll be great for the summers where you'll pay a flat rate lower than PGE but then in the winter months you won't use enough energy, and they will charge a "fee" for not using enough energy, turning your winter bill into a higher bill. There are legit pros and cons and most of the pro reasons are only for people using a shit load of energy with almost no regard, people who have $1,000 AC bills in the summer will save. Everybody else who already manages their energy cost and uses the programs PGE provides to help probably won't see any major savings but you'll be locked into some crazy contract with cancellation fees and all other kinds of hidden fees.
