But, I thought that the congress no longer has to declare war in order for
the president to take military action due to the USA PATRIOT Act (or one
of the other acts that came in the wake of 9/11)? I.e., the president can
unilaterally declare war.
But, the author is right in that there would be a lot of litigation in
this whole process. Nevertheless, people's lives would be turned upside
down during the whole scenario.
