I guess he wasn't technically an anti-natalist.

It does seem strange that you'd go out of your way to do this when
everybody knows that birthrates worldwide are continue to decline and his
goal seems to be happening naturally.  At least, until test tube babies
are invented.  In that case, there really will be a need for terrorist
actions.

Actually, this could be a good basis for a science fiction story.
