Because he paid his back taxes?  Not sure.

The thing about Trump's approval ratings is that, stubbornly, it never and
has never gone below 38%, even in his prior term.  That seems to be the
size of his base that will never give up on him.  The only way that might
change would be a recession or depression, or maybe a long-running war.
