The problem is that he says both and you get to choose what he said.
Trump is the country style buffet of orators.

Let's hope the government shutdown lasts a couple of years.  Perhaps this
may be the only way people will be able to appreciate what the government
does or does not do for anybody; or, perhaps, Trump will just start
arresting (read: purging) everybody registered with the Democratic Party
just so that his projects can be funded.

Anyway, I guess what this reader is really saying is that people not only
don't care about democracy, but that any semblance of a democracy that
this country did have will finally be over, finished, and done with.
