It's an interesting strategy by the Trump administration. It should
naturally lower the number of immigrants simply because wages overall will
go lower. I think. It's possible that fewer people would want to
participate in the H-2A program and farmers will just end employing more
undocumented immigrants to work on their farm -- who ICE may ultimately
just deport (ironically).
