We watched this.  I think that an all-of-the-above approach would be best.
Many had similar carrots and sticks, but Steyer was the only one who
suggested putting money (and taxing more, presumably) into it.
Unfortunately, most Cans don't like spending more (and raising
taxes, even on just the wealthy), so his plan is probably a no-go.
Nevertheless, it should be tried along with all the other ideas.  I
honestly believe that it will take a lot of money to solve the housing
problem, but many Cans just aren't enthusiastic about throwing
money at it.  💸
