Couple of things.

 1. Have you ever heard of apprenticeships?  You have to train people on
    the job.  There's no other way.
 2. The current Trump regime's cutting funding towards colleges and
    universities, especially those that don't obey the regime's dictates,
    and reducing loans directly to students will not help this situation
    at all.
