The American economy in the 19th century was very different than it is
now.  Overall, there was a big need for many more workers.

Now that there is no growth in the economy, the big push is to drive
immigrants away.  Which is precisely the opposite of the way it should be --
immigrants are what create the growth in the first place.  It's just
that many peoples (Americans especially) prioritize xenophobia over
economic productivity -- or almost everything else, for that matter.
