The counterargument gets sort of interesting, too.  If the government
should not be paying for anything, would that mean the effective end of
the U.S. government (i.e., anarchy)?

I mean, like Nicolas says, with the existence of a government, there must
be priorities on getting revenue and spending.  I think most people
support more access to healthcare.  (BTW, conceptually, the government
already buys many, many guns, given the budget of the Department of War /
Defense.  So, this argument may already be moot.)
