Well, the points made in the opinion piece are borrowing from the document

It goes into excruciating detail about the issue.
BTW, I don't think the article was arguing that depopulation was bad, and
Eberstadt would probably agree with your points about the advantages of a
smaller population. It's just that American policies and social habits
aren't helping the U.S. to prepare for a small population.
