Just to make sure I understand what you're saying: you mean that, if, say,
a private oil company is used to provide oil to the army, they are
benefiting after the contract is done by the expanded oil fields that
needed to be built to supply the oil? And, that there is no control over
(1) which company is hired and (2) there may be no recourse for the
ordinary citizen to object to that relationship?
