Well, I can't help, really.

All I know is that there is some sort of pgp tool which allows to you to
select a piece of text and encrypt it...

Do you use cygnus.com's GNU-Win32?  If so, you might be able to get the
International version of PGP & compile it.  You might also consider
GNU Privacy Guard (GPG).  I know nothing about it, but it doesn't have any
bothersome license restrictions.  (I was also reading about something called
CTC as well.  You might try searching for that, too.)

That's the extent of my knowledge regarding PGP software that might work
on Windows.

Thankfully, I use Linux at both work & home. :)
