You have to sign up.  http://www.ebay.com explains all that.  After you've
signed up, you can then click on "Sell" (near the top) and it leads you through
a series of forms.  If I remember correctly, there is also a flash video you
can watch that explains the whole process (probably available when you click
"Help").

To make the sale successful, putting up a picture and making the auction 7 days
long help.  Also, my father swears by "reserve auctions" so that you can repeat
an auction if you don't want to deal with annoying shipping issues or don't
like the sell price.

Also, craigslist can be a cheaper and less intrusive alternative.  Just figure
out what category to put your thing in.  You can also make your e-mail
anonymous and you can specify your city so shipping can be less annoying. 
Listings last 10 days, but they may not get as good a price as eBay.
