I just thought of something else. Perhaps these e-mails are being blind copied
(Bcc) and therefore the destination user is not in either the To: or Cc: line.
If that case, you'll have to examine the headers carefully and see if there is
a way to determine the destination user.
Also, are we using the ^TO procmail macro? I forgot. If you're just using
^to: , then that's insufficient.
