I was going to use http://www.drawnames.com since it seems the simplest.

It doesn't look like it specifically sets a spending limit, but we could
do so informally.

My plan is to send e-mail to everybody and ask for their preferred
emailing address.  And then send out the invitation.  It appears that you
can specify a wishlist once you receive the email.  After everyone gets
the email (i.e., clicks on the link in the email), then names are drawn at
that point and each person gets an email with their drawn name.  From
there, it looks like you can anonymously ask questions of your Santee
(which is pretty nifty).

Does anyone know Amy's email address?  Please send it to me.
